Thank you for this informative blog post. This really helps for people like me that doesn’t know how to start when it comes to building permit application.
Our church (Cebu Grace Gospel Christian Ministries Inc.) has purchased a lot of 193 sq. meter in Lilo-an, Cebu. The lot is still being paid monthly for 3 years after paying 50% down payment. To lessen rental fees to conduct our church service and activities, church leaders decided to use the purchased lot and just build a temporary venue for our worship service every Sunday. We build a tent type structure using metal pipe and tarp for temporary roof. We also build an estimated 5mx6m light materials structure for storage and a rest room. However, due to heavy rain during the past days, we come up of the decision to change the tarpaulin roof to a metal roof which also arise the concern of the need to building permit.
We went to OBO to inquire how to obtain a building permit for temporary structure, but was told that we can proceed building a temporary structure such as installing metal roof as long as no major construction and as long as no one form the neighborhood would ask for our permit and report to the authority. We asked for a certification for the temporary structure but they did not grant us but instead ask us to go to the Barangay office. Similarly, the barangay captain is not wiling to issue since we need a certification from OBO first.
I would like to ask if you can help me with this.
I would like also to inquire if we can get your service to comply this requirements. How much does it cost?

You cannot make changes in the blueprint to get around the soil boring test.

To get a cheaper soil test, simply contact the personnel in the Building official office and look for existing soil tests done close to your area, then contact the soil tester, or simply ask the building official officers for contacts to affordable soil testers in that area.

I believe they both require A3 and the broad blueprints size.

For seeking comments or corrections in your plans from the government, use A3 first. The blueprints should only be for the final set.

You can send us a photo scan or pic of your lot plan, and then if you can, send us a rough layout of the structure you’re planning, or you can just tell us what you want to have for each floor, and we can work out a starting layout for you which you can revise and so on until you get the desired plan you need.
